New CPU AI in skirmish #2818

Description

I think that CPU players need a revamp. They're a bit too easy to defeat due to being predictable, they won't even rebuild CC.
I already made some AI of my own with focus on simplicity of code for all the armies (including bosses) that you may be interested in: https://github.com/FireRainV/Generals-ZH-Mod
They don't even need zones, waypoints, waypoint paths or named buildings, just place the player starting location and you're good to go.

(I did some changes to the AI behavior to make them Surrender when needed, limit the amount of free money they gain, be smarter, and limit how much they can build or train to not lag the game and crash it from too many units [unless this is fixed in the patch.])

If you just want to check the file, go to the file SkirmishScripts.scb. (in addition to the AIData.ini)
