Create a page of all newly introduced configuration options

Several PR's in the GeneralsGameCode repository have introduced new configuration parameters. These parameters need documentation on what they do and where they can be configured.

(this issue is a work in progress, identifying all these parameters)

I have opened a PR #69 that documents all of the configuration options listed so far.

I would suggest waiting until TheSuperHackers/GeneralsGameCode#1373 is merged as it overhauls and simplifies a lot

I don't understand what a build PR has to do with configurable options in INI

oh my bad, i thought it was build configurations

Updated #69 to be up to date.

@roossienb I'm assuming since this issue is a work in progress that it should still remain open even with #69 being merged?

Alternative would be opening a new issue every time. But keeping a central issue open is fine by me.
