Why does my fastlane build_apk failed to install Android SDK when I run my pipeline in Gitlab?

I have encountered the issue where my fastlane build_apk failed at React-Native-Video. After running the fastlane command, it will show me the error when it is configuring the project as shown below:

The code runs fine on my local machine. Anyone has any idea on what's causing this issue?

It looks like the build-tool cannot be installed...
Did you try to use a different version ?
It is possible that the package is available in your local machine, but no more available for download...

I installed the 33.0.3 but that error was shown instead
