InterurbanActorFlow / InterurbanAdvancedActorFlow scenarios are frequently skipped #214

Hi, thanks for the project.
While running CARLA scenarios, InterurbanActorFlow and InterurbanAdvancedActorFlow are often skipped during setup, e.g.:
Skipping scenario 'InterurbanActorFlow_1' due to setup error: Couldn't find an end position
Skipping scenario 'InterurbanAdvancedActorFlow_1' due to setup error: 'NoneType' object has no attribute 'road_id'
Question
Is this frequent skipping expected behavior, or does it indicate an issue with these scenarios?
