Game does not launch with dinput8.dll in the root folder

I've verified my files and reinstalled fusionfix a dozen times but the game does not launch properly when dinput8.dll is present. The game runs in the background and needs to be terminated in task manager. Any idea what's going on? I have no other mods installed and I've installed the game using the Rockstar Launcher
