Decimal Heat

Changing the heat rate of a system on Heat Core to a decimal number, (.5, 1.4, etc.) just floors it to the whole number under it. .5 -> 0, 1.8 -> 1
Changing the heat rate in systems works however. 
      
### Steps to Reproduce
Try to change heat of a system on heat core in next or dynamic to any decimal number.
