Weather changes not affecting non-admin players #507

Describe the bug
Players in game that are not admin(this seems to be the only common thing between them) cannot see weather changes or its happening at different times.
To Reproduce
players are in game, and the players with admin will all see the same weather, non-admin will not. (one player reported seeing weather earlier when they were the only player. its seems to just stay sunny for them.
Expected behavior
Weather changes to be synced between all online players
