Towny actionbar not showing

Alright so am running a 1.21.7 using leafmc server software but for some reason its not showing the actionbar which is supposed to pop up when one enters a towny claimed land or back to the wilderness, checked the config too and it is enabled as far as I could see, can anyone help with this?
List of plugins I have currently installed is: BlueMap, BlueMap-Towny, Chunky, ChunkyBorder, CMILib, Essentials, EssentialsChat, Jobs, LuckPerms, ProtocolLib, QuickShop, SiegeWar, SkinsRestorer, Towny, TownyChat, UltimateAutoRestart, Vault, ViaBackwards, ViaVersion

nvm I ended up fixing it after I updated to the latest release
