The city mayor regulates the height of buildings in his city.
Not all players understand requests, and strict building height regulation in the city is a crude measure to prevent trusses or pillars from being erected into the sky. Level 64 is the default minimum height. Anything higher can be allowed or prohibited as a general building parameter for the entire city.
