[TownyResources] Command type resource

Please explain your feature request to the best of your abilities:

A simple, yet useful townyresources survey resource which instead of an item summons a command.
It can be used when you use a custom items plugin to give custom resources to the person who executes the command.

EXAMPLE: /customitems give Gl0W1E emerald_pickaxe 64

All of this could be configurable in the townyresources YML file.
