New modding article: user interfaces

Some topics that should be discussed in a potential UI article:

- The `Popup`-based interfaces
  - `AskString`, `AskNumber`, `PickOption`, `ShowYesNo`
- Interfaces based on `ScreenBuffer`
  - Could potentially refer to Hearthpyre, QudUX, and the built-in console-style user interfaces for this.
