Populate config file

Create a file at midos-house.json in an XDG config directory (e.g. /etc/xdg or ~/.config). See the Config type in src/config.rs for the required fields (note they have to be in camel case in the JSON file itself). Will require creating a Discord bot, racetime.gg bot, etc.
