create a doc for meeting notes

We currently have notes in two places. Notes from the October 18 meeting are at the bottom of analysis/use_cases1.md, while notes from priori meetings are in the Phylotastic google doc:

1. Create a new google doc
2. Put past meeting notes in there
3. Share the doc with everyone
