Allow to edit the Tools in the Toolbar (Remove or New arange the Tools or Dropdown menus )

This is already the case. Right click the launch bar, as we call it and select "Configure launch bar".
You can find more information about this by pressing F1 and going to Basic Concepts and Features -> UI Elements -> Launch Bar.
