add support for SQLDev 23.1.1 in README

contains an updated version of dbtools-common.jar
with a timestamp of 2023-12-05. However the grammar
differs to the one in SQLcl 23.3 and seems to be older
as well. Hence copying dbtools-common-jar to SQLDev
is stil necessary.
