This issue looks familiar, we have had issues on AMD drivers (I think it was commercial driver, but not sure)
Can you check, if command-line options -rt 0 or -ms 0 or both has any effect? Thanks!

LHiver204_DE_22-06-20.exe does start up via -game:LHE204_DE.ini
but I cant start a new game. The loading bar just resets itself

This is bug of LHiver, that been fixed in version 1.6.4 . Unfortunately right after they switch from being pure graphics mod to Union, breaking compatibility.

AMD need to fix the drivers, nothing we can do to workaround it in application. You may want to poke their quality assurance and ask when do they plan to fix ray-tracing.

Making mod+union from scratch - in theory can be valid. Union itself has 4 flavors internally (G1, G1.1, G2, G2Notr) and ask mod-developer already has to write mod 4x times.
Other than than - need some solution to load such mod, what carriers even more problems. One theoretical solution would be to use webasmbly - this will provide us sandbox for mods written in ASM/C++.
