I can’t carry anything on my modded server 1.12.2 #918

Describe the bug
I can’t carry anything, blocks, chests, or any other blocks/entities. Even when I stand as close as possible to blocks, nothing happens. I have tried using commands, deleting the config folder to force it to regenerate on loading again, using empty hands, changing key bindings, and other basic troubleshooting steps, but nothing works at all.
i am running on a modded forge server with approximately 180 mods installed.
