Description
Write a new cog that works like a manual long-term ^events that can report all kinds of events including tutorial stone bonus, special dungeons, and special monsters in monster exchange. This is in misc-cogs because it would be able to work for anything. I think it's going to be per-server
Bonus points if it can also write to it with some schedule events.
