MIMIC: `domain_id` for race categories

Currently these categories under race in MIMIC are being assigned a domain_id of Observation:

• MULTIPLE RACE/ETHNICITY
• PATIENT DECLINED TO ANSWER

The domain_id for these should be changed to Race.
