How are we going to specify scenarios and conditions to the model?

We won't be implementing this for a while, but what I'm wondering is how we'll go from raw data to scenario data.

Example: How will the user specify they want different temporal resolution for different areas of the map?
Example: How will the user specify that the Base case and Test case only differ in CO2 price?

I suppose this is part of the pre-processing stage, but I'm more wondering about the interface.
