[Bug] Double counting operational cost

Description

In the objective value of the mathematical formulation, in particular in the flows_operational_cost, it seems that we are summing the operational cost of a flow twice. Since each flow is a in-flow for an asset, and an out-flow for another asset, then if we sum the operational cost for both for all inflows and all outflows of each asset, it seems that we add twice the cost for the same flow.

After review in the code, the problem is only in the documentation, not in the code.
