Min Windows latest CI fail

Many CI in recent PRs seem to be corrupted by test failure on minimal Julia version with Windows latest machine, my guess is the GR plot stuff causing this error, but need further investigations.

Can we remove GR from the test deps?

I think as #451 (comment) mentioned, it's the Plots.jl failed on min Windows CI(Julia 1.10.0), use a newer min version should be fine.

Happy to bump Julia to 1.10.10 minimally.
