Divide package management and build tools into separate apps?

Currently, clockwork combines package management and build tools in a single app. It's like a combination of npm and Fitbit's CLI for Fitbit devices.

Would it be cleaner to divide those two function categories?

Hmm, I'm not sure, it would require more maintenance and work and doesn't have much added benefit.
