Plan how we're going to expand the existing File System floor to include new objectives

There are 2 groups of objectives for a total of 7 new objectives in this release.

How do we want to add these objectives to the file system floor of the tower?

This Issue should have a rough sketch of the planned layout for the new objectives. 

We should put some consideration in for a potential narrative connection.
