* remove hardcoding and update param labeling

* remove hardcoding and update param labeling

* update param value of scenarios prob_timings_pnc_<48_scenario and prob_timings_pnc_newborns_<48_scenario

* udpate undetermined to local params

* update params

* update param definitions for clarity

* change scenario params to ensure tests pass

* update labeling of undetermined params

* updated paramter lables following module lead review
