Computation of rescaling factors is incorrect

The current computation of rescaling factors is incorrect, as it does not take into account clinic split of capabilities.
To fix this, we need to edit the function frac_time_used_by_facID_and_officer

Noting that although we had assumed that this error wouldn't affect the computing of the rescaling factor in master, it appears to be the case based on the tests carried out in #1668.
