[About Page] Implement page layout

• All required components already exist, so simply finish the page structure using existing components (familiarize yourself with repo to see which ones to use)
• About, Board Member Highlights, and Alumni Recollections sections are static
• Upcoming Events and Past Events are dynamic, but simply fill them with dummy data for now

UPDATE 1/30

• Follow new figma for about page (first card)
• Leave Upcoming Events and Past Events at the bottom of the page (extension of new design for about page)
