Feature layer section jumps into technical before talking about concepts

I think the "Feature Layer" section is jumping into the mechanical aspctes too soon. We should probably first spend some time to talk about the GIS concept of layers. Maybe it is when we reorder them, but I think a few sentences intro about layers would be beneficial.
