Implement wrap_around in the barrel_shifter

The `wrap_around` argument for `rtllib.barrel_shifter()` is currently unimplemented but should be implemented eventually; see [here](https://github.com/UCSBarchlab/PyRTL/blob/development/pyrtl/rtllib/barrel.py#L19).
