Describe the bug

When switching tab focus to the "More" button and press tab, shift + tab, the focus will not get back to "More button"

Reproduction steps

1. Have a proper window size to get the "More" button on the toolbar
2. Click on the first tab and then press tab, shift + tab. focus will get back to the first tab
3. Click on the first tab and press right arrow key to focus on the "More" button
4. Press tab, shift + tab. focus will not get back to the "More" button

Expected Behaviour

focus can get back to the "More" button
