Test fuzzy matching approach and implementation of historical log of manually identified cases.
The main driver for including an historical log is so that we can be consistent and speed up ad hoc reporting requirements. So for example any incidents that have been checked as being categorised as prison will be readily available to be incorporated into future reports.
