Progress towards a tagged dataset

As it stands there are a few things needed to be completed before we can start building classifiers / models to interpret the image data:

• Tag enough of the images in 20180917a_jpgs (3642 images total) @ebgoldstein & others
• Write method to calculate final tags once successfully determined (a consensus between 2+ people is achieved)
• Manually inspect items that have been skipped multiple times or where taggers cannot agree on tags
• Extract good data to a .csv file for training / testing
• Calculate statistics on image tagging time @ShahNafisRafique
