Must haves

Style includes

• Font typefaces
• Disclaimers
• Colors/palette (can't be included; you just use the palette in your app)
• Text colors
• CSS updates easy, especially if app owners link to www.epa.gov/sites/all/libraries/standalone/css/core/style.css

HTML includes

• Header/footer

Nice to haves

• No sharing icons
• Smaller footer (fewer links)

Fundamental issues

• Tracking app owners and their look and feel status: ADC process? List of public domains?
• Make it easier for app owners to find styling and other standards
• FEWER changes to HTML: one way to ensure fewer changes is to make the standalone template VERY minimal
• Need to be part of ADC again (ADC is for deployment, not development)
• Regular schedule of updates (quarterly?)
  -- Acts as a restraint on future changes
• Communicate through Developers Guild

Other stylings and styles matter less and can be optional includes. If you want table styling, you can include "table.css" and get the styling the rest of *.epa.gov uses for tables. Styles are already available.

This template removes jQuery dependency, which is a plus for applications that don't use jQuery.

OWC owns EPA's brand and has final say.

Tested the signpost page with this template. Looks good, but obviously, it's not a complex page at all.
