Add compYears function from PUBAD #32
Description
The compYears function fits as a nice utility in this package: https://github.com/wfarmer-usgs/PUBAD/blob/master/R/compYears.R It is pretty related to some functionality in EflowStats as well. Maybe it belongs over there along with the dataCheck and waterYearDay functions?
