How to build/include .nc file

We need a solution for including the nhd .nc file. It is too big to keep on the repo. The current workaround is to manually copy it   into the `1_fetch/in` folder. It exists in Caldera. Alternatively it can be rebuilt via the https://github.com/USGS-R/drb_gridmet_tools repo.
