Make transparency log easier to find

After hearing about the USRSE CoC transparency log (which is a great idea!) I went looking for it on the website, but couldn't find it.

I eventually found it slightly hidden in the USRSE/documents repo. It would be ideal for this page to be included in the website much like the CoC is.

I believe there are a lot of changes underway for the CoC, which hopefully will be finalized in the next month or so, before the Chicago conference. I'm unsure if those changes, including posting the new CoC, will also involved a change of where this log is or how it is made visible...
