move test/test_postProcess/helpers.py and some of the funcitons from utils into a new sub-module.

@eecsu: This may be a good PR for me to work on with Wenjuan. It can be informative for writing up the CONTRIBUTING.md document with the "how-to" for the packaging process for sub-modules.
