Add the scraper for Comet Discount Program

https://sg.utdallas.edu/discount/ is the page that shows the list of the discount programs from businesses that partner with the student government, quite interesting and somewhat useful information.

Add the scraper of these information:

• If needed, add the schema DiscountProgram over the nebula-api repo before making changes here.
• Following the design our tooling currently has, which is scraping the HTML first & then parsing to schema, would be preferred, tho not strictly adhered for this.

Merge Order (Important!)

1️⃣ Merge FIRST: nebula-api PR #307

• ✅ Adds DiscountProgram schema
• ✅ No dependencies, no failing checks
• ✅ Small change (~9 lines)

2️⃣ Then Merge: api-tools PR #110

• ✅ Implements scraper/parser with tests
• ⚠️ Currently has failing checks because schema doesn't exist yet
• ✅ Will pass all checks once PR #307 is merged

• 205 discount programs scraped across 13 categories
• Full test coverage (7 test functions, 26 test cases)
• Headless mode compatible
• Clean data validation

Testing Verified:
