Create an About Page

Add a static /about page explaining what Notebook is.

Page should live in src/app/about/page.tsx.

Include a short paragraph: “Notebook is a UTD student project by Nebula Labs.”

Add links to GitHub + Nebula Discord.

I was just thinking for this issue it may be better to create the about page on https://github.com/UTDNebula/website-v2/ like with https://www.utdnebula.com/projects/trends. Then link to that instead of having duplicate about pages. Maybe this issue could be to make the page there?
