Missing CDM Section Specification in the documentation #1528

Discussed in #1527
The current documentation (going back to at least v4.6 docs) is missing the CDM Section Specification. See this link for a copy of the page from 2008. This should be added to the current netCDF-Java docs, and any links to https://www.unidata.ucar.edu/software/netcdf-java/reference/SectionSpecification.html">SectionSpecification should be updated to point to the new location.
