Implement Custom Stickiness for Variants

Currently lacking custom stickiness for variants, as described here: https://github.com/Unleash/client-specification/pull/11 (reference implementation in Node JS is here: https://github.com/Unleash/unleash-client-node/pull/202/files).

This is blocking us from rolling the client specifications forwards
