[Feature]: Auto add users to backer group #1

What is the desired outcome?
As a user I should be able to verify that I am a backer by a direct message to the bot with some confidential info (Name/Backing Amount).
This information should be pulled from the backer report on a regular cadence. If a user enters a valid name but invalid amount more than 3 times they should be blocked from being auto-added to the group.
