Finalise repo and package names

Related to https://github.com/alan-turing-institute/uatk-admin/issues/95 and https://github.com/Urban-Analytics-Technology-Platform/popgetter/issues/147: following considerations around the remit of the code included in the popgetter-cli repo (library, CLI and python bindings), this issue is to capture any update to the names of the packages. We should aim to close this before #32, #45.

Current components to update:

Step A:

• popgetter -> poppusher.
  • change repo-name,
  • python package name, (see Initial rename of package popgetter to poppusher poppusher#157)
  • create poppusher RTDs project with webhooks from github repo
  • publish to PyPI as poppusher

Step B:

• popgetter-cli -> popgetter.
  • change repo-name
  • update contents of popgetter.readthedocs.io

Step C:

• popgetter (crate) -> popgetter-core

  • change package name
  • TBC: publish to crates.io as popgetter-core?

• popetter_py crate -> popgetter-py

  • change package name
  • TBC: publish to crates.io as popgetter-py?
  • publish to PyPI as popgetter?

• popetter_cli crate -> popgetter-cli

  • Change package name to popgetter-cli
  • keep binary name as popgetter
  • TBD: publish to crates.io as popgetter-cli or popgetter?

Step D:

• popgetter-browser -> stays the same

Step E:

• Consolidate RTDs project into a main project and subprojects for a more coherent structure

Step F:

• Publish a popgetter crate to crates.io that is a dummy crate or points to the other three popgetter crates
