Postgresql historian should implement historian db size cap

Is your feature request related to a problem? Please describe.
base historian exposes database size limits based on two parameters - history_limit_days and storage_limit_gb, however it is upto concrete historian implementation to enforce these configurations.
So current postgresql historians could grow in size indefinitely and cause error when the volume starts getting full

Implement manage_db_size in postgresqlfuncts.py
