drm: add support for generic color pipeline API #2051

There was a basic PR for this in #1309 when the uAPI was in progress, but the PR got abandoned and the generic color pipeline is now in the upcoming 6.19 kernel, with both AMD and Intel supporting it on day one:
This isn't a showstopper since AMD_PRIVATE_COLOR still exists, but it'd be one less patch for kernel package maintainers to drag around with each update.
