Steam Networking doesn't work on HLDS

The ConVar "sv_use_steam_networking 1" exists inside of HLDS, the launch parameter also works but Steam Networking never starts.
I'm creating this issue because in SRCDS (the dedicated server for Source 1) the ConVar works properly and server admins are able to use the FakeIP feature.

The engine explicitly disables SteamNetworking if running from dedicated server. Looks like it wasn't intended to have this outside game client?

It seems the Steam Networking implementation was only intended for clients for P2P lobbies. It would be better to have fakeip on dedicated servers as it would alleviate any security risks
