[TF2] Alter spawn glow outline to not render disguised enemy spies through walls #4361

The current functionality of the spawn glow outline can immediately negatively affect enemy spies. The spawn glow system will show all teammates through walls for a short period of time after spawning, including disguised enemy spies. Being able to see where a disguised enemy spy is through a wall can sometimes make it obvious that they're a spy depending how they're positioned.

Removing the glow around the spy entirely would make it too obvious that they're a spy. So, I would suggest making it so that enemy spies will still have the spawn glow around them, but the glow effect itself on them will not show up through walls. This change would make the spawn glow less punishing for enemy spies without outright revealing where they are to other players when they're not behind a wall.

This will still absolutely reveal enemy spies under the right circumstances. But it would still be better than the current implementation.
