Bump cool-seq-tool + gene_normalizer #60
Description
The package agct was newly pinned in release-2025.5.0 after a new version was released and it was unpinned in cool-seq-tool, resulting in a broken import. As our pinned cool-seq-tool and gene_normalizer distributions are getting a little stale, we should do the work to upgrade them. In doing so, we should pin the dependencies in the mapping utility consistently to reduce the risk of these import issues arising (and perhaps consider migrating to a dedicated dependency manager, like Poetry).
