Related to #427.
We should add support for a column containing functional consequence of a variant. The contents of this column should be validated for format and contents. We should also validate the claimed functional consequence classification provided in this column against the calculated classification during human-genome mapping. If this column is not provided but variants are able to be mapped, we can also supply this classification directly. These classifications should be surfaced in some manner on variant pages.
