`test_hgvs_genes` in `tests/routers/test_hgvs.py` is not properly mocked

This test relies on an external request at the moment (somehow bypassing our port restriction, through some mechanism that eludes me). We should properly mock the request made by this test, as it can be flaky when responses to its request are slow.
